Fix initial population of address data in `useCustomerData` hook (https://github.com/woocommerce/woocommerce-blocks/pull/5473)

* Re-init customer data once cart has loaded

* Tweak typedef

* Track changes without capturing blank initial state in useCheckoutAddress
