[COT] `query()`: add support for the `customer` query var (#34059)

* Make sure orders are saved with a default status

* Add support for ‘customer’ query var in COT

* Make PHPCS happy in COT datastore tests

* Add tests for ‘customer’ query var

* Add changelog
