Remove three PHPCS VIP rules that don't apply to WooCommerce 

This commit removes the following PHPCS VIP rules:

- WordPress.VIP.DirectDatabaseQuery.NoCaching
- WordPress.VIP.DirectDatabaseQuery.SchemaChange
- WordPress.VIP.FileSystemWritesDisallow.file_ops_fwrite
