Add WC_Logger_Interface
...
`class WC_Logger implements WC_Logger_Interface`.
The built-in logger can be replaced "globally" (when
provided via `wc_get_logger`) by using the filter
`woocommerce_logging_class`. This interface should make replacing
`WC_Logger` easier and safer.
