Currently if you try to create a product variation passing an empty array as the value of the image key using WC API:
Endpoint: `wp-json/wc/v2/products/PRODUCT_ID/variations`
Payload: `{ "attributes" : [ { "id" : 1, "name" : "color", "option" : "Green" } ], "dscription" : "Green Tea Variety", "image" : {} }`
WC will return the following error:
```
{ "code": "woocommerce_product_invalid_image_id", "data": { "status": 400 }, "message": "#0 is an invalid image ID." }
```
This is happening because the code that handles image creation

This forces return an empty array as result when using `on_sale=true`.
By default `WP_Query` will return all results when `post__in` is equal

The size of the site very much impacts the status of the site. This type of information would be extremely helpful when supporting a site.
1) post counts - can reveal high volumes of specific kinds of post types both within WC (orders, products, etc) or outside (revisions, attachments, third party ones, etc)
2) table sizes - a site with a 5MB postmeta table is very different than a site with a 5GB postmeta table, which is different than a site with a 50GB postmeta table, and require different kinds of support and focus.

Makes sure that the 'base location' setting is returned to the /settings/general endpoint correctly. It uses a special setting type that the API didn't handle properly.

[REST API] Adds missing "id" in shipping zone methods endpoint

This missing "id" will break CLI.
Added as duplicated with `instance_id` to keep backwards compatibility.

Get outdated plugins using get_plugin_updates()
...
plugins_api() does a query for each plugin in api.wordpress.org that can takes 15 seconds, what is bad when have a lot of installed plugins and causing "gateway timeout" issues in System Status page.
get_plugin_updates() have already all available updates saved in cache.
