Removed bulk actions from order items panel
...
Reduce/increase order item stock is less important these days do to
automatic stock reduction (when status changes) and because when you
refund items you can restock items via checkbox. Manual stock changes
can be performed by editing products.
Decreases complexity of order items box.

Created wc_add_help_tip() function to generate the icons
Replaced all .help_tip elements and [?]
We'll keep the old image and styles in order to maintain backwards
compatibility

Admin changes for #5046
...
- Removed post type classes. Since they were always loaded, there was
no benefit having them split up. Combined meaning less hooked in
methods.
- Stopped loading some function files and sessions in the admin area.
They are not needed there.
- Made a few admin page classes static as they are stateless
