Deprecate wcAdminAssetUrl and WC_ADMIN_IMAGES_FOLDER_URL (#33290) 
* Fix incorrect URL for the wcAdminAssetUrl and deprecate both wcAdminAssetUrl and WC_ADMIN_IMAGES_FOLDER_URL

* Remove unused wcAdminAssetUrl var

* Remove use of wcAdminAssetUrl

* Add changelog

* Ignore hook PHPCS error -- they are pre-existing
