Update `config@3.3.7` (from `3.3.3`) (#33828) 
* Update `config@3.3.7` (from `3.3.3`)

Add it to syncpack, to avoid `ReferenceError: node_env_var_name is not defined` when external extension imports and transforms the `admin-e2e-tests` directly from `node_modules`.
