Inclusion of <verbatim>Parameter</verbatim> in <verbatim>MesurementOrFact</verbatim> type. Better to have this as an extension of the type, because it is not needed where the schema is explicit about the parameter (e.g. <verbatim>Altitude</verbatim>).
